Highly doubtful on this one. I'd wager it's a lot like ASCAP/BMI/Soundscan in the US...mainstream/major label songwriters are likely the biggest beneficiaries. This is the main problem I see with these organizations and their compulsory licensing schemes.

| #14 / Tue, 17 Jul 12 20:13 I am not sure about GEMA's new tariffs specifically as I've read they're increasing by a ridiculous amount. But I work in music royalty admin in Canada and can attest to the diversity of the artists that are collecting royalties. What people forget is that companies such as ASCAP/BMI/SESAC/CMRRA/Resound etc usually only take 8%-10% of the royalties before they are paid out.
At my last position, I even was occasionally allowed to choose the composers to pay out to. Kerri Chandler, Ben Klock, Kenny Dope, Jeff Mills, Robert Hood, Surgeon, etc have me to thank for the reproduction royalties they collected in the entirety of Canada last year for sales on Beatport, iTunes and most other digital stores.

Also, how are royalties enforced in a club situation? Are djs required to submit a tracklist to GEMA or do they just estimate?

If you play one Gema track you have to pay the full amount and after all, there is some good music registered at Gema. You have to check every track and there is no proper software that simplifies this process. Lots of effort! Also this imposes restrictions to foreign DJs who may be used to playing some Gema tracks. There is another obstacle, the Gema conjencture: you have to proove every night (by means of submitting a track list) that not a single Gema track has been played, that means a lot of administrative effort. It would be possible though to have good music without playing Gema music, about 80% of club music is not regsitered with Gema and it would be easy to convince further producers to drop out of Gema to be played at all.
