I don't think it does translate as 'the best latin-american'. It's a remix of a track by the Chilean folk prog-rock band Los Jaivas. The full title of the original track is 'Primer Encuentro Latin-Americano de la Soledad'. My Spanish isn't great but I believe that translates as something like 'The First Latin American Encounter with Loneliness'.
